C.             ISSUANCE OF PHYTHOSANITARY CERFITIFICATE FOR WPM-ISPM 15

The department of Agriculture (DOA) Peninsular Malaysia, recognized by the International Plant Protection Convention (IPPC)  of  the  FAO  as  the  National  Plant  Protection  Organization  of  Malaysia  is  the  authority  to  administer  the implementation of the International Standard for Phytosanitary Measures (ISPM) No.15.

To facilitate export of good using wood packaging materials from Malaysia, the DOA has decides on the following:-

i) Issuance of Phytosanitary  Certificate  is not requires for  treatment of wood  packaging  materials (because  only certified treatment providers are allowed to treat the WPM and to use the IPPC Marking). The marking on the WPM is sufficient to indicate that treatment has been done and the international community had agreed that a phytosanitary certificate is not required if the WPM is already marked. A Phytosanitary Certificate will only be issued if the exporter produces a letter from the plant quarantine authority of the importing country requesting for the phytosanitary certificate in addition to the marking.

If the consignment is a regulated article such as food item, fertilizer, household effects, furniture and  gunnysacks, inspection need  to be  carried  out for every  exportation  and  a phytosanitary  certificate will be  issued, unless  the exporter has been certified under the DOA’s Malaysia Phytosanitary Certification Assurance Scheme.

PLEASE NOTE: 

Treated Wood Packing Materials (ISPM 15) must be properly stored and wrap with plastic.   We cannot  warranty FUMIGANT shall fully immerse into every woods said as fumigation commodity.  We cannot warranty fumigation can eliminate  the  entire  pest or  pest  cannot  reemerge  from infested  material.    We  are  also  not  responsible  for  re- fumigation.
